If you are referring to the visual effect:
Make a sprite32 (24 bit color plus 8 bit alpha channel) using FrikaC's fimg for the appearance you are looking, test it in DarkPlaces or some sprite32 supporting engine like FitzQuake 0.85 or Enhanced GLQuake or JoeQuake or PSP and then if necessary port the code to support sprite32 to your engine of choice or use an engine that already supports it.
